"Currently, according to the data confirmed by Azerbaijan, 23 people are held in prison. These 23 include 5 people who were captured in 2020: 2 during the 44-day war, 3 in the days following the announcement of November 9. All other cases are related to the events of 2023. 2 people were arrested in July-August 2023, referring to Vagif Khachatryan and Rashid Beglaryan. And the others were either captured or arrested during the September 2023 attack or after its cessation, when the Azerbaijani side gained full control over Artsakh,” said Siranush Sahakyan, the head of the International and Comparative Law Center, in the interview given to "Hetk" media on February 3.
