The "Center for International and Comparative Law" made an analysis of the international legal aspects of some foreign policy issues and drew up a legal memorandum on the same topic.
The authors of the memorandum are the co-founders of "I.C.Law-Armenia" Siranush Sahakyan, Levon Gevorgyan (PhD of Law), Yeghishe Kirakosyan (PhD of Law) and Taron Simonyan (PhD of Law).
While creating this project, the Center had a tendency to present the legal aspects of important issues on the RA foreign policy agenda, because during the implementation of RA's foreign policy, it is extremely important to clearly visualize the relevant clauses and norms of international law that are applicable in this or that situation, thus the solution of the highlighted problems in this legal memorandum has priority according to the authors.
There are other issues on the RA foreign policy agenda that require a professional legal approach and assessment.
Expressing RA orientations based on the arguments presented in the memorandum will enable Armenia to conduct a more effective foreign policy and significantly increase Armenia's reputation in front of the international community. On the other hand, a proper understanding of the legal aspects of the presented problems will ensure the united implementation of the foreign policy with the combination of "harmonious" and mutually agreed actions of all state levels.
The legal memorandum can serve as a basis for making the process of professional, serious legal argumentation and reasoning of issues in the field of foreign policy more systematically organized.
The authors specifically mentioned the existing legal tools on the basis of international legal agreements, within the framework of which Armenia can submit claims to the countries that have violated their international legal obligations towards Armenia.
The memorandum also presents opportunities to submit a claim to Azerbaijan under the Convention on the Elimination of All Forms of Racial Discrimination. The obligations stipulated by this Convention are significantly violated by the anti-Armenian policy implemented by Azerbaijan, which is manifested in various ways: political statements, calls of hatred, destruction of cultural monuments, propaganda of hatred through the media and internet sites, specific cases of rights violations.
The memorandum presents the current situation and possible legal consequences of various political statements, statements made by state officials according to international law.
Preparation of such memorandums by the Center is periodic in nature.
