In 2016-2017, the Center for International and Comparative Law, with the support of the Armenian Youth Foundation, implemented a project entitled "Research on legal support of the prior issues of foreign policy of RA ".
The aim of the project was to present to the target group i.e. the ones in charge of foreign policy and officials in that field comprehensive legal analyzes of the prior issues of foreign policy, necessary for legal assurance.
Within the framework of the project, the Center conducted targeted research and prepared legal memoranda on some prior issues of foreign policy:
for officials in order to implement agreed and unified positions,
for representatives of international institutions (UN General Assembly, CE, OSCE, etc.) in order to form pro-Armenian positions and receive assessments, including circulating resolutions and reports within the mentioned structures.
The topics of the legal memoranda are:
1. Azerbaijan's continuous violations of the ban on the use of force and its threat and their legal assessment (in relation to Nagorno-Karabakh and Armenia).
2. The duty and responsibility of the international community to ensure the implementation and protection of human rights of citizens of unrecognized states. Within the framework of this topic, the right to education, the right to participate in sports/cultural events, the right to free movement, in this context, the issues of operating the airport and issuing visas to the citizens of Nagorno-Karabakh, the financing of unrecognized states and the implementation of investive, social and other projects in these areas by various international institutions and organizations and with their participation, the issue of legality of blacklisting the foreign citizens by Azerbaijan.
Since there are issues on the RA foreign policy agenda that require a professional legal approach and assessment in order to implement Armenia's steps in accordance with international law, the expression of RA positions based on the presented legal arguments will enable Armenia to conduct a more effective foreign policy, as well as significantly increase the authority of the state in front of the international community.
