The International and Comparative Law Center, in cooperation with the Legal Resource Center of the American University of Armenia, implemented the “Justice Barometer: Measuring judicial Response to Corruption” program in 2023-2024.
The program pursued two objectives.
To assess the performance of the judicial system in addressing corruption through an analysis of judicial acts in criminal and civil cases examined by the Anti-Corruption Court of the Republic of Armenia,
To propose measures aimed at implementing evidence-based policy in the field of justice in order to address the identified problems.
As a result of the analysis and synthesis of theoretical literature, judicial acts, expert interviews, and other sources, a research report was prepared.
The website was also launched as part of the program; the “Justice Barometer” online platform is available at justicebarometer.am and brings together the data, research, analyses, and conclusions collected within the framework of the program.
It is also important to note that the research resulted in a number of recommendations aimed at improving the effectiveness of anti-corruption justice, the transparency and openness of judicial proceedings, as well as procedural safeguards.
The website presents data on the examination of civil and criminal cases, including statistics on damages recovered in civil cases, data on the proceedings applied and sentencing policy in criminal cases, as well as an analysis of the determining factors and patterns affecting the examination of civil and criminal cases. The platform also presents useful materials on the Anti-Corruption Court.
The “Justice Barometer” provides an opportunity to follow data, research, and analyses on anti-corruption justice in Armenia on a consolidated and accessible platform. The information regularly presented on the website may be useful for lawyers, researchers, journalists, civil society representatives, and other persons interested in the field of justice, for the purpose of studying and assessing the functioning of the judicial system on the basis of facts and data.
