In September 2023, the International and Comparative Law Center and the Tatoyan Foundation published a jointly prepared report: "The ongoing armenophobic state policy of Azerbaijan: the nexus of Azerbaijan’s atrocities against ethnic Armenians" which was sent to various international organizations.
The report provides factual information about Azerbaijan's anti-Armenian policy, focusing on the gross violations of the Azerbaijani army during the military aggression against Armenia on September 13-14, 2022. The report also draws attention to threats to the continued survival of ethnic Armenians as a result of Azerbaijan's policy of hatred.
On the night of September 12-13, 2022, the Azerbaijani Armed Forces, using large-caliber weapons, artillery, missile systems and drones, targeted 36 settlements, including Goris, Sisian, Kapan, Jermuk, Vardenis, Tegh, and Geghamasar communities, as a result of which 192 houses, 3 hotels, 2 schools, 1 medical facility, 1 banquet hall, 4 cattle barns were partially or completely destroyed.
7 electrical infrastructures, 5 water infrastructures, 3 gas pipelines, 1 bridge, 1 street and 2 highways were damaged. 2 ambulances and 4 private cars were targeted.
As a result of the aggression, the number of dead and missing persons reached 207, including 3 civilians, the location of 2 civilians is considered unknown, 293 servicemen, 7 civilians were injured, 20 servicemen were captured.
According to the authors of the report, these violations of international humanitarian law and rules related to human rights should be considered in the context of Azerbaijan's anti-Armenian policy and impunity for atrocities and war crimes committed in the previous period.
“These policies always lead to atrocities and torture, beheadings and deliberate killings, destruction of civilian communities and incitement to hatred. This was proved by the 44-day Artsakh war of 2020, the April Artsakh war of 2016 and other military attacks of Azerbaijan against Armenia or Artsakh," the report states.
